THE GENTLE TOUCH / C.A.T.S. EYES

The Gentle Touch was as popular in Germany as it was in Britain. Intriguingly, it is what feminist critic B. Ruby Rich would have called "projectile": A male writer, Terence Feely, develops a female character, Maggie Forbes, thus spreading false concepts on the nature of womanhood and confirming male prejudices of women.
Of course one does not have to agree to Rich's critique which, effectively, means reading The Gentle Touch against the grain. Firstly it may be dismissed as nonsense that we are only allowed to speak about what we are (a very unsatisfactory position for any scholar!). Secondly we are dealing with fictitious events: Rich's objection may well be valid with regard to documentaries (although you could argue about even that).
There are good reasons as to why The Gentle Touch should take the critics by storm. Middle-aged Maggie (played by Jill Gascoine of The Onedin Line fame), an average female person in many respects, is completely different from pin-up heroines (Charlie's Angels) and clever elderly ladies familiar from big and small screen (Miss Marple, Jessica Fletcher). What the former mean to feminists is obvious from the term itself. The latter are respected by this camp insofar as it is not physical appearance we like the character for (if we take them serious is a different matter). Somewhere in between is Scarecrow and Mrs King, the housewife cum assistant secret agent, and obviously tongue in cheek.

Maggie as a character is actually a fairly clever concept. Although I said average in many respects there are lots of instances where she is just one step beyond. That extra bit of cleverness. That extra bit of sympathy, of charisma, perseverance, and (I can't help it) physical beauty. To some extent The Gentle Touch doesn't play fair: Jill Gascoine (*1937) comes along with a model's outer appearance and is quite naturally "celebrated" with many close-ups, still the most efficient method of provoking and securing viewer identification.
The Gentle Touch proves that the English generic term drama is so much better and more comprehensive than all of its German counterparts. The series is a cross between police procedural, character study and soap opera. The show was produced on VTR, with filmed inserts during the first seasons, after which an O.B. unit took care of the location filming to achieve a perfect match for the studio scenes. Action scenes were rare, in an approach differing from American counterparts like Cagney & Lacey. Also (thankfully) missing is the, by British standards, obnoxious and boisterous behaviour which makes Cagney & Lacey, i.e. Sharon Gless and Tyne Daly, a strain to watch occasionally - an unfortunate side effect (for me, that is) of a potentially revolutionary TV series, quite rightly praised by feminist scholars Lorraine Gamman and Margaret Marchment.
BTW according to my taste the personnel of The Gentle Touch is a whole lot more appealing - although I have severe problems with Forbes jr - than Cagney & Lacey, especially with regard to poor John Karlen's crybaby role (Lacey's husband).
Like Cagney and Lacey Maggie has to face an additional challenge except for her occupation, i.e. proving herself in a male dominated and violent world, in the shape of personal problems. These are not limited to chase and catch rituals with the goal of one-time copulation (as is often the case with Jack Regan and others), but involve three (fictitious) generations. Maggie has to cope with the death of her husband, who is shot in the line of duty in the pilot episode Killers. Educating her son as a single mother is not always easy. In addition she has a grumbling old man at home who is, strictly speaking, more of a burden than helpful.

The strategy of focusing on fictitious police(wo)men's private life seems to be a relatively recent phenomenon. In the cinema Don Siegel's Madigan appears to be the prototype. Television was customarily populated by either sunnyboys (Edd Byrnes vs Roger Moore) or tight-assed detectives such as Jack Webb ("All I want is the facts, Ma'am!"). Shades of a copper's private life (in an "early" series that is not enrooted in the soap genre) can be found in Special Branch. This is a typical TV narration strategy which helps to develop audience loyalty. The attempt to bring fiction and reality closer together (what in everyday jargon is called "realistic") led to projects such as The Gentle Touch. (We have to bear in mind that realism actually designates a 19th century literary tradition associated with names such as Howells, James, Dickens, Fontane. Intriguingly, in (feminist) documentary film criticism realism has often been used as a derogative term, designating "conventional" films which renounce exposing the cinematic apparatus.) With Dangerfield a certain degree of emancipation was established: a male protagonist was placed in the centre of professional and private life challenges, the latter of a kind which had been reserved for characters such as Maggie previously.

With regard to ideological aspects, the follow-up series C.A.T.S Eyes (CATS = Covert Activities Thames section), once again conceived by Terence Feely, is a step back. Attractive Maggie Forbes is placed, and here we come back full circle to Charlie's Angels, alongside of two front page faces, Rosalyn Landor (later: Tracy Louise Ward) and Leslie Ash. If I have to refresh your memories, the original line-up of Charlie's Angels had featured the "smart" Kate Jackson alongside pin-ups Farrah Fawcett and Jaclyn Smith. Don Warrington as Nigel Beaumont basically played David Doyle's role (with a different comic relief approach and certainly not representing a queer non-male).
One could argue that the prototype of Between the Lines was thus replaced by escapist entertainment in the style of the 1970s. Put differently, the provincial element of The Gentle Touch was overcome and replaced by the mundane, spectacular hunt for all kinds of high-calibre scum, with more than the occasional nod to The Professionals (bantering, car chases, throwaway lines etc).
To ensure that this escapist approach would be at least competently executed (as usual) writer- and director-wise many TV big names were flown in: Jeremy Burnham, Terence Feely, Don Houghton, Ray Jenkins, Paul Wheeler; Dennis Abey, William Brayne, Tom Clegg, Robert Fuest, Francis Megahy, Ian Sharp, Anthony Simmons, Ian Toynton, Roger Tucker; nearly all of them having a Sweeney - and/or Professionals back catalogue. Fittingly for seasons 2 and 3 Professionals veterans Raymond Menmuir and Gerry O'Hara took over; Menmuir as producer and occasional director, O'Hara as occasional writer and Executive Story editor.
